WP-04 examines the capabilities governments and societies may require to build, secure, finance, coordinate, and govern the infrastructure of the Intelligence Age.

The construction of intelligent infrastructure creates obligations beyond the boundaries of individual projects. WP-04 introduces the Community Compact as a framework for aligning infrastructure development with the communities that host it—addressing local benefits, workforce development, public services, environmental stewardship, transparency, and long-term public trust.
The National Infrastructure Dashboard
WP-04 proposes a National Infrastructure Dashboard for measuring the capabilities required to compete in the Intelligence Age. Rather than viewing energy, capital, industry, workforce, networks, security, and governance separately, the dashboard provides a framework for evaluating them as an interconnected national infrastructure system.
The PROMETHEUS Infrastructure Test
WP-04 introduces the PROMETHEUS Infrastructure Test as a framework for evaluating major infrastructure decisions. The test asks whether a project strengthens the interconnected capacities required for the Intelligence Age, improves national resilience and competitiveness, and creates durable value for the institutions and communities that must support it.
Building the Intelligent Infrastructure State
WP-04 ultimately asks what institutions must be capable of doing if artificial intelligence is becoming critical infrastructure. Building the Intelligent Infrastructure State requires more than technology. It requires the coordinated development of capital, energy, industrial capacity, skilled people, communications networks, security, and governance—supported by institutions capable of turning those capacities into durable national infrastructure.
